For this public tendering process, announced by the Junta de Andalucía (Andalusian regional government) we used the experience gained both in Erfurt (Germany) and in Málaga. We obtained the first price. After four years of meetings, changes of plans, etc. the execution project was finally formalized. Fortunately, the spirit of the project was preserved and, therefore, the main ideas of the contest’s preliminary project were maintained. As a result, the building was the original one from the point of view of architecture and town planning.

The House of Justice serves as a two storey civic centre for the people of Mestia, a village with a strong cultural heritage. Its concrete structure frames the spectacular landscape of the Caucasian Mountains. The building is part of an ensemble of new public buildings around the main central public plaza.
The organizational and volumetric shape of the ICC responds to the unique programmatic demands so as to produce a strong public presence and recognition value. An apparent contradiction – an enigmatic building shell in which all people and information are completely secure – must be realized.
The Urban Context: Haifa is the main northern city of Israel, situated on the shore of the Mediterranean Sea, on the slops of Mount Carmel. The building site is located at Haifa’s downtown area, between two roads that define its boundary. The lower avenue serves as a main city thoroughfare, linking the city of Haifa to the northern part of Israel. The topographical situation is unique as the topographical soaring of Mount Carmel begins at the site’s longitude parallel. As a result, the building’s positioning is “double faced,” i.e., one side facing the mountain and the other facing the sea. The structure has two public entrances. The main entrance leads from the urban square in the west directly to the upper entrance level. The secondary entrance from the urban square on the eastern side of the structure leads to the lower entrance level. The building’s entrance square from the west is a meeting point of main urban pedestrian routes.
