Article source: Arditti Arquitectos The Governmental City of the State of Zacatecas in Mexico, is built in a property known as “Cerro del Gato” (Cat’s Hill) in the suburbs of the City of Zacatecas.
The campus conception was solved generating two main axes that set the tempo under which the pavilions are articulated. These two axes emanate on top of the hill where an architectural-sculptural element is planned to be incorporated in the future, becoming the modern referential icon at the entrance of the city. The buildings respond naturally to a radial composition due to their incorporation to the slope of the hill. Screen walls delimitate and at the same time integrate the buildings in form and open space. The first of the axis is built from the top of the hill towards the main entrance of the compound. On this composition axis, a modern abstraction of an aqueduct was developed in reference to the existing historic one at the City of Zacatecas. Therefore, this axis is born from the milestone on the top of the hill and ends in the general access to the Governmental City. The second composition axis of the project is also born in the milestone and in a terrace that directs the view towards the access of the City. Through these axes, plazas and walking paths interact, linking buildings and providing the natural flow of connections that the Architectural program and functionality demanded while simultaneously interacting with the endemic Landscape. Inside these plazas, abstracted references to historical sites of Zacatecas, set a frame of dialogue between now days modernity and the rich historical past of the Cultures that first established themselves on these lands. Archeological references are made to the “Santa Monica Plaza”, the “Altavista Plaza” and the “Plaza de la Quemada” which generate spaces that may be used to promote and create art, as thus the “Sculptures Promenade” was proposed. Exterior areas are conformed by a perimeter road that runs through the Campus. Pedestrian circulations are handicapped accessible, interrelating the different buildings through plazas, ramps, exterior elevators, bridges and walking paths highlighted with sculptural elements and water mirrors. The Governmental City of the State of Zacatecas is comprised by the following buildings: Secretary of Planning and Development, Secretary of the State, Auditorium, Legal Coordination, Secretary of Finance, Secretary of Interior, Secretary pro Development of the Family, Secretary for Public Work, Secretary of Health, Building of the Institutions, Parking Structure and an Outdoor Theater.
