Article source: blipsz architecture The Mayor’s Office of Toplita initiates the rehabilitation of a former industrial facility ahead of the great majority of towns in Romania. Instead of keeping away from these types of real estate values or adopting a scheme of denial, concealment, the proposal „raises” the building from the level of an infrastructural facility to the grade of a community facility: and creating the charming metaphore of a former heating facility as a lively social center.
Unavoidable measures had to be taken to overcome the existing structure’s realities: new access ways, ramp for the disabled persons, fitting an elevator into the existing chimney, a new stairway, extending the first floor with column reinforcements, completely new installations. The building received a thermal insulation and the large glazed areas on the facades have been kept equipped with an exterior shading system. The heavy subdivision of the space in many compartments could not be avoided for functional reasons. The design attitude is in close relation with the inherited industrial pragmatism of the former program and operates with cheap and easy measures for establishing comfort in a compact, functional unit, dominated as well by simple, basic needs. The project was selected for the Regional Operational Programme and it is co-financed by the European Union through the European Regional Development Fund, through the Central Regional Development Agency, as part of the financing axis of development projects targeting growing urban centers. The Social Plant project won the first prize in the public buildings category at the 2013 OARTr (Romanian Architects’ Chamber, Transilvania branch) biannual awards named BATRA.
