Article source: YBGSNA Our proposal for the new Regional Council of Building of the District of Judea is based on a balance between our desire to insert a modest intervention in the landscape and a need to design a public building with a substantial formal presence. The relatively large lot (almost 20 dunam) and the modest program, led us to divide the areas into three building masses: a formal “cube” at the upper road with two wings at the lower road, embracing a public plaza.
The large formal structure contains all representational public programs that are staged around a vertical space, while the wings contain the various departments of the regional council combined with commercial areas. The enclosed plaza between the wings is an attempt to create a welcoming casual public space in a pleasant microclimate, which leads directly into the 12 meters high vertical indoor space that connects with the upper formal entrance. The fragmented tectonic composition is an attempt to create a variety of open environments, shaded areas and pleasant public spaces that creates a balanced transition from indoor to outdoor spaces. In this way we managed to arrange most of the public spaces, as naturally ventilated buffer zones, which are naturally ventilated. In this way, we believe, we managed to create a sustainable environment with low C02 omissions. All low roofs have been treated as significant artificial elements in the landscape. In our proposal the roofs are shown as reflective surfaces that are covered with photo-voltaic element for the purpose generating all electric supply for the building.
