The site is a vital liaison point between the centre of Saint-Etienne and the new Chateaucreux neighbourhood, to which it forms a major entranceway. It also constitutes a pole grouping several government bodies that will set up there : Regional Development Authority, Tax Services, Epora, Saint-Etienne Métropole, and so on. Service and leisure facilities will also be part of the mix: shared corporate restaurant, café, tourism bureau for the metropiltan area.

Colorado Court is one of the first buildings of its type in the United States that is 100% energy independent. Colorado Court distinguishes itself from most conventionally developed projects in that it incorporates energy efficient measures that exceed standard practice, optimize building performance, and ensure reduced energy use during all phases of construction and occupancy. The planning and design of Colorado Court emerged from close consideration and employment of passive solar design strategies. These strategies include: locating and orienting the building to control solar cooling loads; shaping and orienting the building for exposure to prevailing winds; shaping the building to induce buoyancy for natural ventilation; designing windows to maximize day lighting; shading south facing windows and minimizing west-facing glazing; designing windows to maximize natural ventilation; shaping and planning the interior to enhance daylight and natural air flow distribution.
Soft, dynamic tectonic turns establish the new Civil Courts of Justice as a pivotal point for an urban masterplan – horizontal shifts in mass generate ‘elasticity’, drawing visitors to a structure which ‘floats’ above ground plain – shifting metallic panels animate the façade – a spiraling atrium within curls around a public courtyard.
The Court of Justice is one of two iconic projects within the new urban development around the main rail station. The logistics and siting of a courthouse with multiple security barriers of security results in a massing composed of three interconnected volumes. References include the old industrial steel structures that formerly occupied and defined the site, their organic Belgian Art Nouveau forms constituting part of the cultural heritage of Hasselt. There are also echoes of a tree, which, in addition to being is the Hasselt town emblem, as well as also harks back to the historicpre-medieval European tradition of holding a special “place of speaking justice” underneath a large tree in the center of a dwelling.
In November 2008, Atelier Kempe Thill won the international competition for the new parliament building of the German Speaking Community in Eupen, Belgium. The parliament – one of the smallest in Europe- officially represents the 74.000 inhabitants of the speech community located in the East of Belgium.

Hamar Police Station, located 120km north of Oslo, was completed in 2009. The project is a result of a competition scheme won by Filter and LPO (in collaboration). The Police Station is the HQ of Hedmark Police District, which is the second largest police district of 27 districts in Norway.
Architectural and urban design strategies
As the future political center of the Albanian Republic, the Open Parliament of Albania creates an outstanding architectural landmark in one of the main parts of Tirana’s urban fabric. Situated along the compositional axis of the city, it is located in vicinity to the major governmental institutions.

Program: The goal was to create an efficient, yet pleasant, space for those employed in the Registrar-Recorder/County Clerk Elections Operations Center. More-efficient storage space was also needed to house more than 1,200 pallets containing voting material and 5,000 new ballot reading and voter accessibility devices. Space was also allocated for the tax, birth, marriage, property, and death records for the County of Los Angeles, which are all stored here.
