The Ourcq canal, steeped in history, is a testimony to a continuous evolution. It has precious historical jewels preserved and highlighted, while it continues to evolve to adapt to the needs of urban life. It is on the banks of this Canal that are located the three buildings belonging to the ZAC Grands Moulin de Pantin built by Emerige and Semip. This site, privileged in several senses, is located along the shore and borders the place where will appear a work of art reminiscent of the old chimney of laundries Elis.

It is on the criteria of an exceptional location and a present industrial heritage that we have guided our approach while being aware of environmental issues. For this we wanted to develop the layout of the buildings around this favorable orientation of the place and allow a maximum of housing to enjoy this advantage and the peaceful view of the canal with an elegant and contemporary architecture.

Located in the district of “Quatre-chemins” in Pantin, the north of Denis Papin street consists of dilapidated warehouses while the south is mostly made up residential buildings dating from the beginning of the 20th century. Their facades have the specific and historic architectural writing of the neighbourhood with the use of grey bricks enhanced by ornamentations of ceramics, cornices and skylights. Situated at the junction of these two industrial and residential areas, the project is surrounded by industrial buildings on the street and garden sides and by a working-class house and a recent social residence on the gable.

New SNCF traffic control builing in Pantin, Paris by SCAPE agency

The SNCF has elected SCAPE Agency as winner of a competition for a building in Pantin housing the RER E Single Control Center, the Paris-Est Centralized Traffic Control (and its extension for the Substation Central Unit).

From urban downfall to urban renewal

At the turn of the twentieth century, the Courtillières neighbourhood was in decline and suffered from a degraded image: the isolated community had become subject to overpopulated housing units, a deteriorated housing stock, an increasingly impoverished population, rising unemployment rates, tension and violence in public spaces and schools, and dangerously high rates of illegal activity.

In response to this alarming situation, the French state and local government authorities chose to implement public funds through the National Urban Renewal Agency (ANRU previously known as the “Grand Projet de Ville”) in an effort to remediate the existing conditions for the welfare of the community and its residents. To facilitate the process, the cities, Pantin and Bobigny (the two cities within which the Serpentin project site is situated), created a public interest group (GIP) through which a public tender was launched calling for urban renewal proposals from teams regrouping expertise in the fields of urban planning and design, architecture, landscape architecture, engineering and sociology.

Located just outside Paris to the North, the project is part of an urban renewal program which aims the development of public spaces, demolition of 20 buildings with unsanitary conditions and the construction or rehabilitation of more than 400 housing.
