Meridian 105 Architecture submitted this proposal to the City of Sacramento as a concept for the redesign of Capitol Mall, the entry boulevard and view corridor to the California State Capitol building. The proposal reconsiders vehicular circulation, activates a grassed median running through the center of the street, and integrates a network of bike and pedestrian circulation connecting the mall to the cultural and historical components of the City.

The proposal makes a bold gesture, submerging the vehicular junction at one end of the mall and replacing it with a pedestrian interchange establishing walkable continuity between the State Capitol and City of Sacramento. Among the environmental considerations is a stormwater management plan featuring over 80% of water permeable paving, a network of water treatment swales capturing excess runoff, and a collection system driving the irrigation component. The plan extends the City’s rich urban tree canopy into the mall and preserves the existing treescape already established.

Capping off the design is a manmade rainbow created by high pressure misters that draw from the water collection system. The rainbow arcs over Capitol Mall Boulevard and is visible from the State Capitol Building in the morning.
