The new headquarters of Bilbao City Hall in San Agustín intended for municipal technical offices it integrates in a monumental setting , characterized by the presence of neo-baroque palace which houses the Town Council, a building built in 1892by the project of Joaquin Rucoba Architect.
The volumetric , shape ,materials and textures of the building correspond to the characteristics of that environment. The permeability of the urban planning between Uribarri high neighborhood and Erkoreka square, at the level of the river, determine the fragmentation of the building in two volumes and a height of cornices which answer the premise to preserve the scale and the representative of the Town Hall to the City. The urban component is reinforced by the creation of a covered outdoor space , like an urban antechamber, protected by a projection volume. The facades tilt slightly for the natural light capitation. The deliberate lack of parallelism between the historical building and the new one answers the symbolic intent to preserve the identity of the first one. Inside all the systems have a modular geometry ,apply to the structure,the façade, the floors and ceilings, the facilities systems,etc…this benefits the flexibility and versatility of the use that required a modern work space. In relationship with the sustainability and environmental improvement has been adopted several ecodesign strategies , as well in the passive systems as in the active systems of production and distribution of air, collection and recycling of water, solar capture, etc…These are applying to minimize the environmental impact, reduce the energetic bill and the CO2 and improve the environmental conditions user. The facades offer an intelligent automated reply to the terms of sunlight, capturing or dissipating or even controlling glares. The most sunlight exposed planes are composed of a double façade. The outdoor one is the visible envelope and the indoor one becames the watertight enclosure. Between the two spaces there is a bio-climatic chamber equipped with domotic mechanisms for the ventilation’s and obscurations control, in a scheduled reply of the micro climatic conditions outside, translated on parameters outdoor sensor measures. Consistent with this systems that look like passive at the beginning, really they are adopted an active behavior adjusted prior planning and programming.
